Basically, the new Express and Express+ models are the entry-level faire. They lack the compactness of the streaming stick and won't deliver 4K or HDR video. The Express+ is geared toward screens that aren't HDMI compatible, such as older TVs, in-car entertainment, and so on.

The Streaming Stick retains its original price and form factor at $50, and is still geared toward specialist needs like hotel WiFi functionality.

The Premiere is the most affordable 4K Roku solution, starting at $80. For $20 more, the Premiere+ adds HDR (High Dynamic Range) playback and an ethernet jack (which is arguably almost a requirement for seamless 4K HDR playback right now).

Finally, for $130 you can get the "total package" with both 4K/HDR playback, remote voice search, and expandable storage via microSD; personal playback via USB; and an optical jack for external home audio.
